After the death of Commodus in 192 AD, the Roman Empire fractures into rival provinces. As a governor, lead a province of your choice and restore the empire through statecraft, diplomacy, and conquest.
Provinces and map tiles are based on real Roman regions and historical geography
Major events draw from real history: endure the chaos of the Year of the Five Emperors, reshape your province during the Tetrarchy, and shape the faith through the Edict of Milan and the Edict of Thessalonica
History sets the stage, but your decisions determine the outcome
Strengthen your administration, grow your economy, and raise a capable army
Research impactful technologies that unlock new buildings, policies, and strategic options
Forge alliances and defense pacts, subdue rivals into client states, or undermine enemies through covert actions
Pursue restoration your way with a curated mission system that guides, but never railroads, your run
Make high-level decisions while tedious micromanagement is abstracted away
No unit shuffling or manual battles - wars are resolved through preparation, planning, and a bit of fortune
Rome is not restored in a single run: each run earns Legacy based on your progress towards restoration
Legacy makes future runs faster and stronger, allowing you to push further each time
Clean, minimalist visuals run smoothly on a wide range of hardware - whether you have a potato PC or a beefy build
Hardware resources saved on graphics are invested directly into the game’s strategic depth and replayability
Games with the most comparable recorded change in players, and where available Steam reviews and Twitch viewers. This is a data similarity, not a recommendation or an explanation of cause.

Read full update on Steam ↗Hello, I am happy to announce that Patch 0.26 is now available on Steam (stable). This version expanded the historical narrative to 800 A.D., added Tetrarchy, Under the Sign of the Cross and Justinian's Reconquest narrative-based mechanics, and added Thracia as a playable province. Also, Restitutor: Empire Restored is also available on mobile platforms: App Store and Google Play. The free version has the same scope as Steam's free demo version. Due to platform in-app purchase restrictions, your purchase on Steam does not carry over to iOS/Android. But here's a trick: you can take your save file from Steam to mobile and continue playing - the only limitation is that you cannot rebirth into a non-demo province. Historical Narrative 476 - 800 AD With 0.26, I’ve settled on the scope of the game’s historical narrative. The Western Empire’s narrative ends in 476 AD, but choosing an endpoint...
Read full update on Steam ↗Historical Narrative 476 - 800 AD With 0.26, I’ve settled on the scope of the game’s historical narrative. The Western Empire’s narrative ends in 476 AD, but choosing an endpoint for the Eastern Empire took more thought. Extending it all the way to 1453 AD would cover too much history to offer meaningful, balanced gameplay. I originally planned to end around 700 AD, but have now decided on 800 AD. Why 800 AD? Besides being a nice round number, it marks the year Charlemagne was crowned "Emperor of the Romans", which laid the groundwork for what would later become the Holy Roman Empire. That feels like a fitting endpoint for our narrative centered on classical Rome. The extra century also gives the gameplay surrounding the rise of Islam and the Arab conquests more room to develop. {STEAM_CLAN_IMAGE}/46019488/77f92560176a4319bfc77bf933e9c39d46e2a13b.png (The last narrative event: the cor...

Read full update on Steam ↗Hi, Patch 0.22.115 is now available on Steam - this hotfix patch addresses some of the issues from Early Access launch of the game. Added the “Pause when the game window loses focus” setting. It is enabled by default and can be changed in Settings. The game no longer runs silently in the background - this is a bug inherited from CivIdle code, where running in the background is preferred. It makes less s...
Read full update on Steam ↗Hi, I am pleased to present Patch 0.22. This patch adds some balancing changes before the early access release. Balancing Changes Making a tile our core now adds 10% of the base cost per core made, replacing the previous compounded increase. The Warmonger Penalty now adds 10% of the base war-score cost per war started, replacing the previous compounded increase. Research costs now add 15% of the base cost for each technology already researched. Each province that has researched the same technology reduces its cost by 1%. Mechanic Changes Personal best bonus when rebirth: each annexed and cored tile beyond your previous best grants 1 additional Legacy Point. Expanded family tree bonus: this currently does not have gameplay changes but enables future expansion. Since this needs to migrate data, I'd rather do it before the release Historical attitude: new runs now begin with longer-lasti...

Its campaign follows the province through the late Roman period, from Septimius Severus at Eboracum in 208 A.D. to the withdrawal of Constantine's forces in 407 A.D. The missions for Britannia are focused across the channel: they first open campaigns against Germania, Belgica, or Lugdunensis, followed by establi...
Read full update on Steam ↗Hi, I am pleased to present Patch 0.17. As early access approaches, I am keeping patches smaller and more frequent to avoid releasing one giant patch before launch and potentially breaking everything. I have also updated our roadmap. {STEAM_CLAN_IMAGE}/46019488/053f21c12f6ad44657d5eb6712a5738d2b960b57.png Terrain Expansions I have added terrain information to all tiles. Previously, it was only available for Roman Empire tiles. This does not affect gameplay at the moment, but it will make future content expansions easier. I decided to add it now because migrating the data later could be risky, and I would rather do it before release. I have also added an Arid terrain type, which is not currently used. {STEAM_CLAN_IMAGE}/46019488/82f385c7ccbdf70fe73b012c6f341579eb48ee01.gif The expanded map requires more rendering work, and I noticed some stuttering when zooming out. I spent some time o...

Germania, Tarraconensis, Lusitania, and Baetica are now playable, each with unique Provincial Spirits and dedicated events. Christian provinces must now contend with heresies, doctrinal conflict, and seven Ecumenical Councils stretching from Nicaea in 325 A.D. to Nicaea in 787 A.D. This update also reworks Cultural and Religious Cohesion, introduces tolerated cultures and religions. Here's an updated roadmap. Read full update on Steam ↗I am pleased to present Patch 0.11, arriving on schedule as our roadmap to Early Access. This update introduces historical narratives from 400 A.D. to 476 A.D., a new Barbarian Raid mechanic, and unique provincial flavor content for Aquitania, Belgica, and Narbonensis, including new spirits, missions, and events. All three provinces are now playable on demo build! {STEAM_CLAN_IMAGE}/46019488/e89d4608d18fd46c83236e5ec544ab7e1be90915.png Historical Narratives & Barbarian Raids (400 A.D. - 476 A.D.) During this time period, the Western Empire was entering its final age: frontiers buckled under the pressure of migrating peoples, armies struggled to defend an immense territory, and imperial authority steadily slipped from Rome's grasp. This patch brings that turbulent era to life through a new series of historical narratives and the Barbarian Raids mechanic. Between 400 and 476 A.D., histo...
Read full update on Steam ↗Map Rework - Map now supports different overlay modes: Terrain (default), Tile Output, Tile Upgrades, Tile Defense, Tile Maintenance. - Map rendering code has been refactored to improve performance {STEAM_CLAN_IMAGE}/46019488/54c88ab80701fa54c2207116b5ba380d04d697af.gif UI Revamp - UI layout has been adjusted: now panels are on the left, which are closer to most actions on the top panel. - Various UI elements have been polished. Social Class Rework The old social class resembles EU4's estate. However, it is a bit too complex and requires constant attention. Also, the consequences of granting privileges only start to show after a while, which makes the game hard to pick up. The new social class mechanic is simplified. Every 10 years, 10 new agendas are brought up by social classes (there are 5 social classes now). Each agenda is supported and opposed by 2 social classes. You can adopt...
Read full update on Steam ↗Greetings Restitutors, I am happy to announce that Patch 0.9 is now available for both the playtest and demo build - players trying out the demo during Steam Next Fest will receive this update as well. Patch 0.9 is compatible with progress from 0.8, so a hard reset is not required. However, this patch introduces quite a few new mechanics, so your current run may be affected - I recommend doing a rebirth anyway. Plans After Steam Next Fest The demo will remain available after Steam Next Fest and will be updated alongside the playtest build. I will continue adding new mechanics, content, and QoL improvements. The demo will always include one playable province, and to help with playtesting, I will rotate the playable province so new content can be tested. After Early Access, the demo will have a fixed playable province (most likely Lugdunensis). Patch Notes for 0.9 UI Revamp {STEAM_CLAN_...
Read full update on Steam ↗Hello, After a full year of development and six months of playtesting, I'm excited to announce that the public demo of Restitutor: Empire Restored is now available to everyone. You can jump in and try it right now! Restitutor is an incremental grand strategy game. If you're familiar with the genre, you should feel right at home - and the incremental rebirth system ensures each new run grows stronger than the last. If you're new to grand strategy, the public demo includes an expanded tutorial that walks through all the fundamentals. Restitutor is also more streamlined than most established grand strategy titles, making it much easier to learn and get into. I’ve also recorded a video tutorial. If you prefer learning through video, feel free to give it a watch: Alongside the public demo, Patch 0.8 is now live. I originally expected Patch 0.7 to be the demo patch, but I managed to fit in...
Read full update on Steam ↗Hello, I am happy to present Patch 0.7 - hopefully this update is the last playtest patch before the public demo. It expands the historical setting, adds regional flavor, and greatly deepens the content for Lugdunensis across 192–400 A.D. The playable timeline remains 192–400 A.D. Additional content will arrive in future updates. You may continue playing past 400 A.D., but scripted historical content becomes limited. Chronicle System The new Chronicle records major political and military developments, giving your campaign a sense of unfolding history. {STEAM_CLAN_IMAGE}/46019488/8a868ac7e5f84070192fda096d98ed3828180eed.png Tracks alliances, defense pacts, war declarations, peace deals, land cessions, and more Includes a chronological archive with year‑based filters A configurable “Recent Events” popup summarizes the last 1–10 years Designed to make the world feel more reactive and his...
Read full update on Steam ↗Economy Overhaul In this version, the economy has been rebuilt from the ground up. Two new mechanisms are introduced: production and trade. Production Each tile has a tile output (grain, wood, iron ore and livestock), determined when generating the map. Upgrading tile production will increase the tile output. Part of the goods are paid in goods tax (10%-50% tax rate, adjustable) and the remaining can be used for production. {STEAM_CLAN_IMAGE}/46019488/fb51c48c73217620082d2b5a29067f1575a70586.png The production chain is managed at the provincial level - there's no need to micromanage each tile. Provincial production capacity can be increased by research or building (workshop). Goods tax also applies to each production. {STEAM_CLAN_IMAGE}/46019488/9fca9faa09abdab2ab3f0af2d0fc5e3c29b0a39c.png The final tier of goods can also be used for a set of new actions that boosts Stability and War...
Read full update on Steam ↗Hi, I am happy to announce that Patch 0.5 is now available! It took a bit longer than planned as I was sick - now that I have mostly recovered, I am slowly catching up. Guarantee Defense and Deter Aggression The Protection treaty has been removed and replaced with Guaranteeing Defense and Deterring Aggression. These new agreements do not use diplomats. Guaranteeing Defense requires us to join their defensive war if they are attacked. This increases their attitude toward us by 50. Deterring Aggression requires us to join the defender if they attack another province. This increases our prestige by 10% (20% if they are our rival). Diplomatic Distance and Range Diplomatic distance is the shortest distance between our province and another province's capital. Declaring wars, signing diplomatic treaties, and demanding tiles can only be done with provinces within our diplomatic range. Diploma...
Read full update on Steam ↗In Patch 0.4, I've given NPCs the capability to declare war - on players and on each other. This actually completely revamps how warfare works. In previous patches, NPC provinces are passive - they do not declare wars at all. And the warfare is player-centric and only works for the attacker. In this patch, we need a new warfare system that treat the player and NPCs equally and works for different war participants (lead attacker/defender and co-attacker/defender) Changes to War Participation In previous patches, co-attackers/defenders join and leave automatically based on conditions. For example, if the defender manages to get a new ally after the war, that ally will join the current war. This is no longer the case in Patch 0.4. The maximum war participants are fixed once the war is declared. New allies won't be pulled into wars automatically. Leaving War Coalition Co-attackers/co-defe...
Read full update on Steam ↗Great Power Actions The 5 most prestigious provinces in the past year are considered "great power" and a series of "great power actions" become available. Demand a Tile Demand a Tribute Demand Election Backing Denounce For example, when demanding a tile as a great power, the chance of them accepting the demand is based on prestige and the tile's upgrades. {STEAM_CLAN_IMAGE}/46019488/53734592239428b0ac79ff181335b725b8624c8f.png A dice roll determines if the province will actually accept our demand - if they do, you get the tile, and if they don't, you get a casus belli against them. {STEAM_CLAN_IMAGE}/46019488/03fdf6b2267f8c0c6bf4aed9534fadbe6a142d68.png Demanding a tribute works similarly - instead, you get gold instead of tile. {STEAM_CLAN_IMAGE}/46019488/c127d851cf2daf22f16cb936c55165e752e706ba.png Demanding election backing will make them pledge with us in the upcoming consul elect...
Read full update on Steam ↗Social Classes A new social class simulation has been added in this patch, which is inspired by EU4's estate (but not quite the same). {STEAM_CLAN_IMAGE}/46019488/6be4cd01f86a89a52d834da45414dc693cb0369e.png A province's residents are divided into senate, equites, and plebs classes. For each class, you can grant them privileges, which gives powerful bonuses but also increases their influence. A social class with higher influence will have lower loyalty equilibrium, which requires higher effort to maintain their loyalty. Family Tree In this patch, the governor's family simulation has been expanded: now every family member and spouse is simulated. There's a new family tree UI to visualize this. {STEAM_CLAN_IMAGE}/46019488/98c446a51ae129c7a01d19809b2df16b2a6b3033.png You can look for spouses for each family member.
